A COUNCIL tenant was caught growing cannabis in his flat when workmen called round to fix a water leak, a court has heard.
When local authority housing maintenance staff went to Alan Hayden Roberts'
Swansea property on October 13 they found six small cannabis plants in a bedroom, along with hydroponic growing equipment. They told their manager about the discovery, and the police were alerted.
